Help... i feel like such a failure...i got a 22 on my act and a 1300 on my sat...?

i should retake it right...it was my first time taking both... i have a 3.5 gpa... science on my act was my highest score suprisingly cuz science is my weakest subject... i got a 22.. then i got other scores like 20...17...and 16... but my writing section hasnt been scored yet...so im guessing i got like a 22. is this bad...can u retake the sat and act as many times as you want?
