Can not install charter security suite on lap top?

I am trying to put Charter security suite on my lap top running vista and intel celeron processor 530 (1.73 GHz 533 MHz fsb 1MB L2 cache) In windows task manager there are four F-security processes running (wil.exe) is using 90% of cpu the others are at 00 but there seems to be no progress getting it up and running. Minimum requirements stated I needed 2.0 GHz minimum processor speed but tech at Charter thought 1.73 GHz was fast enough,
